AI-Generated Child Abuse Content Surges, Lawmakers Urged to Act

A disturbing rise in artificial intelligence-generated child sexual abuse material has sparked national concern and renewed calls for federal legislation. According to the Internet Watch Foundation, AI-created videos depicting child exploitation increased by more than 26,000% in 2025, with 3,440 videos reported, up from just 13 the previous year. Over half of these fell under “category A,” the most severe classification of abuse.

California Attorney General Rob Bonta has launched an official inquiry into Grok, an AI chatbot developed by Elon Musk’s company xAI, which is integrated into the X platform. The investigation follows findings from Copyleaks, which estimated that Grok was generating one nonconsensual sexualized image every minute.

xAI responded by stating, “We have implemented technological measures to prevent the [@]Grok account on X globally from allowing the editing of images of real people in revealing clothing such as bikinis. This restriction applies to all users, including paid subscribers.”
